WHAT IS AN HPP?

An HPP is a document that sets forth a community’s proactive strategy for planning and developing affordable housing.  It demonstrates the community’s intent to proactively address local housing issues and also recommends strategies to address unmet local housing needs.  The last HPP to be approved was in 2003.  This draft HPP, prepared by Bolton's Housing Production Plan Committee, provides updated information on demographic, economic, and housing trends and characteristics.  

DID YOU KNOW...

M.G.L c. 40B Comprehensive Permit Law mandates that Massachusetts towns maintain 10% of their housing stock as “affordable”.  The Town of Bolton is currently at 3.99%.  The Massachusetts Department of Housing and Community Development defines "affordable housing" as homes priced at a level affordable to individual and families making at or below 80% of the area’s median income, adjusted for household size.  Refer to the draft HPP to learn more!

The Housing Production Plan Committee anticipates submiting a final HPP to DHCD for approval by the end of this year.
