The Board of Selectmen met at the Town Hall at 7:00 p.m.

 

PURPLE HEART DESIGNATION

 

Commander Leo David Agnew and representatives of the Massachusetts Military Order of the Purple Heart presented the Board of Selectmen with a certificate of acknowledgement designating the Town of Bolton as a Purple Heart Community honoring all who made the ultimate sacrifice defending our country and honoring August 7th as Purple Heart Day.  

 

Representative Kate Hogan presented the Board of Selectmen with a citation from the Commonwealth of Massachusetts congratulating the Town of Bolton on becoming a Purple Heart Community.

 

EAGLE SCOUT PROJECT
Mr. Tom Gandek, representing his son Daniel Gandek, met with the Board of Selectmen to requested approval for Daniel’s proposed Eagle Scout project to replace the existing Trinity Church sign.  The sign will be approximately 4’ by 6’ and mounted about 4’ off the ground. Daniel will organize a fundraiser and all work required to complete this Eagle Scout project before April 11, 2014.  

 

On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve the proposed Eagle Scout project by Daniel Gandek.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

VAULT STUDY COMMITTEE
Pamela Powell and Roger Breeze, members of the Vault Study Committee met with the Board of Selectmen to provide an update on the Vault Study Committee’s charge to research a location, size and cost estimate for a vault to store Bolton’s permanent records and seek support for the article submitted for the Annual Town Meeting to fund a feasibility study for a new vault.

 

The Committee did extensive research and surveyed all departments to determine their exact need in terms of space for records dating back to 1738.  The Committee toured the newly constructed vault in the Town of Sterling and felt it was a great prototype for what Bolton needs.  Daily access to the records for public records requests does not make storing the records off site feasible.  

 

OPTIONS FOR RETAINING OR TRADING IN THE CURRENT AMBULANCE
Ambulance Director Margy Diaz met with the Selectmen to discuss the costs and benefits associated with retaining the current ambulance as a back-up to the new ambulance purchase being proposed at town meeting.   The estimated cost to retain the current ambulance would be approximately $8,450 ($5,000 maintenance; $3,000 electricity; $450 insurance) plus the loss of the trade in value estimated at $35,000.

 

Mr. Wysocki and Mr. Delaney opted to trade in the current ambulance while Mr. Sprague was inclined to keep the ambulance but was comfortable with either option and therefore agreed with his colleagues.

 

Ms. Diaz stated that the current ambulance has the capacity for two back boarded patients.  The State no longer requires the transport of two patients because of privacy issues and delaying the care of one patient while getting another patient ready for transport. The Ambulance Squad will be discussing these options at a future meeting.

 

REVIEW OF THE ANNUAL TOWN MEETING WARRANT
The Board of Selectmen reviewed the Annual Town Meeting warrant articles as follows:

 

Article 1:  Accept Annual Reports - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 2:  Fiscal Year 2015 Operating Budget - This article was deferred to the next meeting.

 

Article 3:  Snow and Ice Deficit – This article was removed from the warrant.

 

Article 4:  Reserve Fund – This article was deferred to the next meeting.

 

Article 5: Reauthorization of a Revolving Fund for web-based Municipal Software Services - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 6:  Dissolve the Advisory Board for the Senior Tax Rebate Program - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 7:  Other Post-Employment Benefits (OPEB) – This article was removed from the warrant.

 

Article 8:  Amendment to the District Agreement of the Minuteman Regional Vocational School District - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 9:  Amendment to the Code of the Town of Bolton to Move the Barn, Stable and Carriage House Preservation Bylaw - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 10:  Amendment to the Code of the Town of Bolton to Amend Article V, Special regulations, Section 250-27.1, Barn, Stable and Carriage House Preservation, Subsection B(2) - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 11:  Amendment to the Code of the Town of Bolton, Article V, Special Regulations to add a new section 250-23.2 Mixed Use Village Overlay District Bylaw - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article. (Wysocki – yes, Delaney – yes, Sprague – no)

 

Article 12:  Adoption of Maps Issued by the Federal Emergency Management Agency - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 13:  Amendment to the Code of the Town of Bolton to Amend Article V, Special Regulations, Section 250-22, Floodplain District, Subsection A - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 14:  Amendment to the Code of the Town of Bolton to Amend Article V, Special Regulations, Section 250-22, Floodplain District, Subsections B(1) and C(1)(a) - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 15:  Amendment to the Code of the Town of Bolton, Article V, Special Regulations – to Add New Section 250-23.1, Medical Marijuana Treatment Centers Bylaw - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 16:  Amendment to the Code of the Town of Bolton, Article VI, Definitions, Section 250-28, Terms Defined – to Add Definition of Medical Marijuana Treatment Center - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 17:  Amendment to the Code of the Town of Bolton, Article III, Zoning District Regulations, Section 250-12, Schedule of permitted uses – to Add Medical Marijuana Treatment Centers as a Permitted Use by Special Permit - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

Article 25:  Sanders – Body Replacement/Repair (One New Body, Mounting, Cab Repairs) $72,000 - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 26:  Culvert Replacement, Meadow Road, Long Hill Road, Randall Road $125,000 - - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 27:  Purchase of Rescue Equipment $36,000 - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 28: Replacement Fire Apparatus $545,000 - A motion made by Delaney to remove this article from the warrant was not seconded.  A motion made by Delaney to amend the motion to disapprove this article was not seconded.  The Board of Selectmen deferred this article to next meeting.  

 

Article 29:  New Ambulance $250,000 - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 30:  Library and Town Hall Cameras $17,568 - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 31:  Engineering and Evaluation Services for the Florence Sawyer School Boiler Replacement $12,000 - On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Article 32:  Flooring Replacement (Florence Sawyer School and Emerson Building) -
On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve the following article.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

BOARD OF SELECTMEN BUSINESS
Syncarpha Pilot Consent Agreement:  On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to execute the consent agreement between the Town of Bolton and Keybank National Association for collateral assignment.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Snow and Ice Deficit:  On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve the request of Mr. Brown, DPW Director to overspend the snow and ice account by $25,000.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Eagle Scout:  The Board of Selectmen executed a letter to be sent to Peter K. Scott congratulating him on his achievement of earning his Eagle and thanking him for his efforts in constructing a new trail loop and rehabilitation of an existing trail at the Danforth Conservation Area.  

 

On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted 3-0 by roll call (Wysocki – yes, Delaney – yes, Sprague – yes) to enter into executive session under the authority of Massachusetts General Laws, Chapter 30A, Section 21(a) at 9:20 p.m. to discuss strategy with respect to collective bargaining for the Dispatch Union on the basis that an open meeting may have a detrimental effect of the bargaining position of the Town of Bolton.  The Board announced it would not reconvene to open session.
