The Board of Selectmen met at the Town Hall at 7:00 p.m.

 

DEPARTMENT OF PUBLIC WORKS
Road projects for FY15:  Mr. Brown proposed repaving Fox Run, South Bolton and Warner Roads with a hot-in-place recycling method and 20% rubber stone chip seal which would be a considerable savings to the Town.  The Selectmen did not have any objections to Mr. Brown’s proposal.

 

Sampson Road culvert project:  Bids received for the Sampson Road culvert replacement project ranged from $138,720 to $260,232.  The bid was awarded to Kenefick Corporation of Quincy, Massachusetts.  

 

Update on Corn Road/Sugar Road property and future use:  Mr. Brown and Ms. Baum, members of the Cemetery Committee recommended that the Board of Selectmen allocate a three acre parcel at the corner of Corn and Sugar Road for a new cemetery.  There are approximately 266 grave sites left in South Cemetery and an additional 226 grave sites proposed with the expansion of Pan Cemetery.  Mr. Brown would hire an engineering firm to help with the project and work closely with the Board of Health and Conservation Commission to be sure all requirements are met.  The Highway Department could start clearing, filling and preparing the property which would take several years to prepare.  On a motion made by Sprague and seconded by Delaney, the Board of Selectmen voted to allocate the land at the corner of Corn and Sugar Road to the Cemetery Committee for use as a cemetery in the future.  (Delaney – yes, Wysocki – yes, Sprague – yes)

 

UPDATE ON THE SMITH PROPERTY – BOLTON CENTER
Conservation Trust members Mike Zelenkov and Robert Roemer met with the Board of Selectmen to provide an update on the progress of the Bolton Center project.  Phase I and II have been completed. The next step is to come up with Phase III which is remediation alternatives. The only real hot spot is an area of lead at the back of the property that will be dug out and disposed of.

 

The demolition of 715, 719 and 723 Main Street has been authorized and the six month demolition delay for 715 ends in October.  A notice of intent has been filed with the Conservation Commission to open the stream and stabilize the site.

 

Mr. Roemer stated that the Conservation Trust did not receive the grant from the Environmental Protection Agency to pay for the remediation work.

 

The formation of a group to develop outreach, events, fundraising and communications is in process.  To kick off the fundraising the Conservation Trust will hold a dinner and silent auction on June 22, 2014 at the Nashoba Winery.
 
ERNEST FARM, 401 MAIN STREET – SIGN REQUEST
Mr. Benjamin Schlosser met with the Board of Selectmen to request permission to install a sign for their small farm business located at 401 Main Street.   The sign is 8 feet wide by 2 feet tall, will be double sided and display smaller seasonal signs advertising different items that are available from time to time.

 

On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to approve the sign as proposed and waived the 20 feet requirement from road pavement to a 10 foot minimum. (Delaney – yes, Sprague –yes Wysocki – yes)

 

TOWN ADMINISTRATOR REPORT
Update on Minuteman:  Mr. Lowe reported that the Building Committee has not met in a couple of months but continues to work with the MSBA to sort out the design plans proposed by the School Committee.  The Building Committee will hold an informational meeting on June 23, 2014 to report on the School Committee’s recommendations.

 

Update on Tennessee Gas Pipeline:  Representatives from Kinder Morgan Energy Partners are scheduled to meet with the Board of Selectmen on Thursday, June 26 at 7:00 p.m. at the Florence Sawyer School Auditorium to give a presentation regarding the proposed Tennessee Gas Pipeline (TGP) project.   The meeting will begin with a 20-30 minute presentation by TGP representatives followed by a question and answer period.  A notice will be posted to the Town’s website soliciting questions from Bolton residents that will be due on June 18, 2014 by 4:00 p.m..  Questions will then be forwarded to TGP representatives for review prior to the meeting.  Those directly impacted by the proposed pipeline as well as abutters will be notified via mail of the upcoming meeting.  

 

Ms. Elizabeth Calcagni, 225 Old Bay Road and Betsy Taylor-Kennedy, 313 Wattaquadock Hill Road abutters to the proposed pipeline thanked the Board of Selectmen for taking the project so seriously because of the impact it has on Bolton.

 

Mr. Lowe reported that a regional meeting is being organized between Bolton, Berlin and Boylston with the appropriate representation from the Congressman’s office.  Representative Hogan and Senator Flanagan’s Offices will also be represented at this meeting.

 

BOARD OF SELECTMEN’S BUSINESS
2014 Annual Positive Spin for ALS Bike Ride:  On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to approve the request of Mr. Farricker, ALS Committee Co-Chairman to hold the 2014 Positive Spin for ALS bike ride on September 28th, 2014.  (Delaney –yes, Sprague – yes, Wysocki – yes)

 

Officer’s Warrant for Unlicensed Dogs in Bolton:   On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to sign the warrant pursuant to MGL Chapter 140 for potential legal action against the owners of unlicensed dogs after June 1, 2014.   (Delaney – yes, Sprague – yes, Wysocki –yes)  As of June 4th, 2014 there are 29 households/38 dogs that are not in compliance.

 

Memorandum of Agreement for the DPW Union:  Deferred to next meeting.
Recommendation for Design Review Board Application Fee:  On a motion made by Wysocki and seconded by Sprague, the Board of Selectmen voted to approve the design review application fee of $150 as recommended by Town Planner Erica Uriarte.  (Delaney – yes, Sprague – yes, Wysocki – yes)

 

EXECUTIVE SESSION
On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted 3-0 by roll call (Delaney – yes, Sprague – yes, Wysocki - yes) to enter into executive session under the authority of Massachusetts General Laws, Chapter 30A, Section 21(a) 3 at 8:00 p.m. to discuss strategy with respect to collective bargaining for the Police, Dispatch and DPW Unions on the basis that an open meeting may have a detrimental effect on the bargaining position of the Town of Bolton.  The Board announced it would not reconvene to open session.
