Chairman Delaney called the Board of Selectmen’s meeting to order at 7:00 p.m.

 

DEEPEST SYMPATHY
The Board of Selectmen offered their condolences to the family of Rob Publicover, Firefighter and Fred Delorey, Plumbing and Gas Inspector who passed away.  

 

SCOPE OF SERVICES FOR YEAR TWO OF REGIONAL CONTRACT WITH METRO WEST COMMUNITY DEVELOPMENT

Mr. Robinson reported that during the first year of the contract Metro West CD reviewed Bolton’s paperwork to identify all the affordable housing units in Bolton.  The three subsidized housing inventory (SHI) homeownership compliance projects include Bolton Woods Way, Sunset Ridge and Regency at Bolton.   There are 64 subsidized housing inventory units with 36 of them being homeownership units and 28 being rental units for a total of 3.70% subsidized.  Two of the thirty six (36) units were sold and are no longer deed restricted.  The town has the potential to lose an additional nine (9) units due to expiring use.

 

Eight (8) units will come on line when Craftsman Village on Sugar Road is completed.  In addition there are three (3) lots at Century Mill Road development, and one (1) at Houghton Farms.

 

The portfolio is in good shape but the inventory is low.

 

The year one contract came in under $10,000.  Mr. O’Brien will review the potential services provided by Metro West CD and make a recommendation on the services to be contracted for the second year contract.  

 

REQUEST TO HOLD BICYCLES BATTLING CANCER EVENT, SUNDAY, JUNE 7TH, 2015
The Board of Selectmen reviewed the request to hold the 6th Annual Bicycles Battling Cancer event on Sunday, June 7, 2015.  The ride begins and ends in Marlborough and will pass through Bolton on Bolton Road.  A detail officer will be at the intersection of Wattaquadock Hill Road and Main Street.  Police Chief Alfano has approved the event.  

 

On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to approve the request to hold the Bicycles Battling Cancer Event on Sunday, June 7, 2015.  (Delaney – yes, Sprague – yes, Wysocki – yes)

 

SLATER’S, 356 MAIN STREET
Mr. Slater requested approval for a one-day beer and wine license for May 16th from 3 p.m. to 8:00 p.m. for a memorial service.  The tent will be approximately 30’ X 60’.  The alcohol will be consumed under the tent and will not leave the tent.  Mr. Slater contacted the Alcoholic Beverage Control Commission and they confirmed that as long as the one-day license is just for the tent area and Mr. Slater purchases the beer and wine separately for the event there is no conflict with his existing liquor license for Slater’s.  Mr. Slater will provide receipts for the alcohol beverage purchased for the event and will be sure that his real estate taxes are up-to-date prior to the event.

 

On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to approve the one-day beer and wine license as requested.  (Delaney – yes, Sprague – yes, Wysocki –yes)

 

TOWN ADMINISTRATOR REPORT
Update on Minuteman:  The Building Committee is scheduled to meet on Monday, May 11, 2015 at 5:00 p.m. to vote their recommendation on the building project option.  The School Committee will then vote and submit their recommendation to the Massachusetts School Building Authority.  

 

Mr. Lowe reported that Wayland has an article on their annual town meeting warrant to withdraw from the district.
Chapter 90 Local Transportation:  The Town of Bolton’s Chapter 90 apportionment for FY16 is $288,007.  
Syncarpha Still River, LLC extension for Site Plan Review:  On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to approve the request for an extension to the agreement related to the Bolton 2 Solar Project at 125 Still River Road and executed the agreement.  (Delaney –yes, Sprague – yes, Wysocki –yes)  

 

The Board of Selectmen will hold their meeting after the Planning Board’s public hearing on May 13, 2015.   

 

SELECTMEN’S BUSINESS
Selectmen’s Meeting Schedule: The Board of Selectmen’s upcoming meeting schedule is May 6 & 28, June 11 & 25, July 9, August 13, September 3 & 17, October 1 & 15, November 5 & 19, and December 3 & 17, 2015.

 

Executive Session Minutes: The Board of Selectmen and other town boards should regularly declassify their executive session minutes of subjects that the purpose of the executive session has passed.
 
On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to release all minutes before December 19, 2013.   (Delaney – yes, Sprague – yes, Wysocki – yes)

 

EXECUTIVE SESSION
On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted 3-0 by roll call (Delaney – yes, Sprague – yes, Wysocki - yes) to enter into executive session pursuant to Massachusetts General Laws, Chapter 30A, Section 21(a)(3), to discuss strategy with respect to collective for the Police and Dispatch Unions, as the Chair finds that an open meeting may have a detrimental effect on the bargaining position; and, pursuant to Massachusetts General Laws, Chapter 30A, Section 21(a)(3), to discuss strategy with respect to litigation threatened by a group of abutters and residents of Route 117, as the Chair finds that an open meeting may have a detrimental effect on the Board’s litigating position.  (Delaney – yes, Sprague – yes, Wysocki – yes)

 

Please note that this topic came to the Chair’s attention less than 48 hours prior to tonight’s meeting.  The posted meeting notice was amended with this topic as soon as it came to the Chair’s attention.  

 

Mr. Delaney announced that the Board of Selectmen will not reconvene in open session at the end of the executive session.
