Chairman Delaney called the meeting to order at 7:00 p.m.

 

APPOINTMNET – POLICE SURGEON
Police Chief Alfano recommended that the Board of Selectmen appoint Dr. Allan Kuong to the volunteer position as Police Surgeon for the Bolton Police Department.  The Police Surgeon serves as Medical Advisor to the Bolton Police Department to assist the Department with law enforcement related to medical training for officers.   Dr. Kuong has been conducting training classes, field exercises, and first aid classes and providing recommendations on equipment, procedures and techniques as it relates to police personnel.

 

Dr. Kuong stated that he has never seen the cooperation anywhere else that he sees in Bolton where the Police Officers interact with the ambulance department, and the officers provide care immediately to the citizens and help assist the EMT’s in any way possible.    This is a direct reflection of the leadership from Police Chief Alfano.  

 

On motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to appoint Mr. Kuong as Surgeon for the Police Department.    (Delaney – yes, Sprague – yes, Wysocki -yes)

 

SENIOR APPRECIATION MONTH
Ms. Terry Abdalian requested that the Board of Selectmen proclaim the month of May as Senior Appreciation month.  The theme for the month is “Get in the Act”.  A series of activities have been planned, including a senior luncheon that the Board of Selectmen were invited to attend.  Ms. Abdalian complimented Outreach Coordinator Lisa D’Eon and Program Director Erica Dow on the great job that they are doing.

 

On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to proclaim the month of May as Senior Appreciation Month to honor and recognize the senior population in Bolton.  (Delaney – yes, Wysocki – yes, Sprague – yes)

 

CONSERVATION COMMISSION
Conservation Commission Administrator Carol Gumbart met with the Board of Selectmen to discuss two parcels (13.68 acre property shown on the assessor’s map 6.E, parcel 1.1 and .5 acre parcel on map 6.D parcel 87) on Whitcomb Road that Steve and Debbie Daman would like to gift to the Town of Bolton for conservation purposes.
 
They are completing a conservation tax credit program application and would like to list the Town of Bolton as the recipient. Ms. Gumbart informed the Board of Selectmen that the Conservation Commission is interested in this property.  The Conservation Commission is willing to use some of their funds to cover the costs associated with the gift transfer.  The Board of Selectmen was in favor of the Conservation Commission pursuing this gift of land.
 
REGULATORY AGREEMENT FOR THE 40B DEVELOPMENT ON SUGAR ROAD – CRAFTSMAN VILLAGE
Mr. Mark O’Hagan requested that the Board of Selectmen’s execute the regulatory agreement for the 40B development on Sugar Road.

 

Mr. O’Hagan stated the project was initially proposed at 150 units and after a lengthy review and appeal process was approved for 42 detached homes with a wastewater treatment facility and water supply.  Mr. O’Hagan has since acquired the property and is proposing 30 detached 2-bedroom homes, approximately 1,800—1,900 square feet.  They will have traditional septic systems and wells.  There will be 8 affordable units.  

 

Ms. Martha Remington suggested that Mr. O’Hagan consider changing the current name of the development - Bolton Manor – so that it is not confused with the Bolton Country Manor and the Bolton Manor Nursing Home in Marlboro.  Mr. O’Hagan acknowledged the concern and he and his business partner are considering “Craftsman Village at Brigham Farm”.  

 

On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to execute the Regulatory Agreement for the 40B Development on Sugar Road.  (Delaney – yes, Sprague – yes, Wysocki –yes)  

 

5K BOLTON RALLY, SCHARTNER FARM, SATURDAY, OCTOBER 10, 2015
Ms. Kristen Gaynor and Ms. Meg O’Leary requested permission to hold the 5K Bolton Rally on Saturday, October 10, 2015 to support the Town Common project.  The 5K will start at the Schartner Farm, continue down West Berlin Road to Wattaquadock Hill Road, go left onto Wattaquadock Hill Road to Sawyer Road and back to Schartner Farm.  The event will end with a community cookout.    Police Chief Alfano approved the event.  On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to approve this event.  (Delaney – yes, Sprague – yes, Wysocki –yes)

 

BOLTON YOUTH BASEBALL OPENING DAY PARADE
Ms. Lisa Shepple requested permission to hold the Youth Baseball Opening Day parade on Sunday, May 3 at 1:00 p.m.  The parade will start on Mechanic Street; continue onto Main Street to Wattaquadock Hill Road to Memorial field.  Route 117 will be detoured for a short period of time. Police Chief Alfano has approved the event.

 

On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to approve this request.  (Delaney – yes, Sprague –yes, Wysocki –yes)

 

2015 PMC BOLTON KIDS RIDE
Ms. Mortimer requested permission to hold the 2015 PMC Bolton Kids Ride on Sunday, September 27, 2015.  The event is all contained around Florence Sawyer School with three different routes depending on the age of the children.  Police Chief Alfano has approved this event.

 

On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to approve this request.  (Delaney – yes, Sprague –yes, Wysocki –yes)

 

REQUEST FOR VARIANCE TO SIGN BYLAW – LEASE SIGN FOR 626 MAIN STREET
Ms. Sandra Naroian requested permission to place a 3’ X 6’ temporary “commercial for lease” sign at 626 Main Street.

 

On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to approve the variance and sign request.  (Delaney – yes, Sprague –yes, Wysocki –yes)

 

TOWN ADMINISTRATOR REPORT
Update on Solar Facility - Mr. Lowe reported that the Request for Proposal process has been completed and three responses were received.  After receiving additional clarity it appears that proposal from Ameresco in Framingham, MA is considered responsive.  The Subcommittee met with Ameresco and they will be submitting a letter of clarification to resolve some of the confusion.  It is anticipated that this process will not be completed for the Annual Town Meeting on May 4, 0215 and therefore the article being placed on the warrant will authorize the town to delegate the responsibility for final negotiations to the Board of Selectmen.   Mr. Lowe is not in favor of the proposed annual escalator and the length of the term being 20 years.  He will work toward resolving these concerns.  

 

BOARD OF SELECTMEN BUSINESS
Annual Town Meeting: The Board of Selectmen will give a presentation on the proposed transfer of Route 117.  The Board of Selectmen anticipate the Town Meeting being two nights.

 

Executive Session Minutes Release:  Deferred to next meeting.

 

Program Director:  The Selectmen will invite Erica Dow, Program Director to their meeting to discuss how the first year has gone and possible activities that could be shared with other towns.

 

On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted to adjourn at 8:05 p.m.
