Board of Selectmen Minutes

The Board of Selectmen met at the Town Hall at 8:00 a.m.

 

On a motion made by Wysocki and seconded by Gerken the Board of Selectmen voted to go into executive session under 23B(2) at 8:00 a.m. to hear complaints against an employee.   The Board will reconvene to open session.  (Roll Call:  Wysocki – yes, Troup – yes, Gerken – yes)

 

MOEN PROPERTY
Town Administrator Jodi Ross informed the Board of Selectmen that based on calculations of expenses Ms. Pamela Moen will receive a check in the amount of approximately $58,000, which is based on a sale price of $252,000.  The Town Accountant and Treasurer are confirming this figure for Ms. Ross.  On a motion made by Troup and seconded by Gerken the Board of Selectmen authorized Ms. Ross to proceed with finalizing the payment with Ms. Moen.

 

INSURANCE POLICIES
Ms. Ross reported that MIIA asked to submit a quote for Bolton’s insurance policies.  Ms. Ross informed Dennis Murphy, who submitted his prices at a 0% increase over last year.  MIIA came in about $500 less, but also offered discounts of 1.5% if you pay the full premiums by August 1st, and also a 4-8% reduction if you complete safety training and other requirements.   Ms. Ross felt she could complete some of their requirements to achieve a 4% reduction, but not higher due to staff and time constraints.  This is approximately a $3,000 savings under Dennis Murphy.  Ms. Ross stated that she again talked with Dennis Murphy and explained MIIA’s proposal.  Mr. Murphy immediately lowered their rates to an equivalent amount. Therefore, Ms. Ross recommended that we renew for FY06 with Murphy Insurance.   

 

YEAR END PROCEDURES/BIWEEKLY PAYROLL TIMESHEETS
Ms. Ross reported that the Town Accountant and Treasurer have distributed a memo explaining the 2005 Year End Fiscal Procedures.  She also stated that the Treasurer is in the process of preparing a new biweekly payroll time sheet for all employees that will allow her to start tracking benefits for eligible employees.

 

MAIN STREET FENCE
The Board of Selectmen received a letter from Michael and Melinda Zelenkov of 175 Main Street requesting permission to install a fence between their house and Route 117.  The fence will be on Town property.  Mr. Brown, DPW Director indicated that we would need approval from the State.  On a motion made by Gerken and seconded by Troup the Board of Selectmen approved the installation of the fence contingent on approval from the State.

 

MARK CAISSE, TREE WARDEN
The Board of Selectmen agreed to invite Mark Caisse, our Tree Warden to the Board of Selectmen’s meeting on July 6, 2005 to discuss tree trimming and his priority list.

 

SPECIAL TOWN MEETING
The Board of Selectmen requested that a memo be sent to all departments regarding the calling of the Special Town Meeting to be held on Monday, November 14, 2005 at 7:00 p.m. at the Nashoba Regional High School Auditorium.

 

The Board of Selectmen will request that any articles which include requests for funding be limited to emergencies or unexpected necessities or circumstances.
