Board of Selectmen Minutes

Chairman Sprague called the meeting to order at 7:00 p.m.

 

NEW HEALTH AND PERMITTING ASSISTANT
Mr. Lowe introduced Jenny Jacobsen, Health and Permitting Assistant, who was hired to fill the position vacated by Michelle Carlisle, who was promoted to Assistant Tax Collector.  Ms. Grenier has been a resident for 11 years and has a background in banking and higher education admissions.  Mr. Lowe stated that Ms. Jacobsen was unanimously viewed as the strongest candidate, is a perfect fit with the team at the town hall and very excited to have her on board.

 

WELCOME TO BOLTON SIGNS
Ms. Erica Uriarte, Town Planner and Helene Demmer, Chairman of the Economic Development Committee met with the Board of Selectmen to request approval for design changes to the “Welcome to Bolton” signs that were approved by the Board of Selectmen on March 26, 2015.

 

The signs will have a uniform color made from a heavy duty composite that can be carved instead of PVC originally proposed. The sign will include the apple tree emblem that is on our town flag.  There will be 7 businesses listed on one side and 6 farms listed on the other side with generic signs listed in the middle.  

 

On the business side 626 Main Street will be listed for the newly renovated property formerly known as the Salt Box.  In three to five years the signs will be revisited.  Mr. Wysocki suggested an option to rotate the seasonal farm signs out to allow for more business to advertise their business.

 

The two locations for the signs include Route 495 South and Route 495 North.  The location for the 495 South sign is privately owned and the owner has granted permission to place the sign on his property.  The location for the 495 North sign is owned by MassDOT and they have denied the proposal because it does not meet their regulations.

 

Ms. Demmer stated the plan is to place the middle portion of the sign up at the 495 North entrance and have the ability to add on at a later date if possible.

 

Mr. Sprague suggested adding a sign for directing people to the public safety building.

 

On a motion made by Wysocki and seconded by Sprague, the Board of Selectmen voted to approve the proposed design changes to the signs approved by the Board of Selectmen on March 26, 2015.  (Sprague – yes, Wysocki –yes)

 

TOWN ADMINISTRATOR REPORT
Update on Minuteman:  Mr. Lowe reported that all district Board of Selectmen are invited to attend an informational meeting regarding the building project.  The Building Committee met this week and they are moving forward with the schematic design that needs to be completed by the end of November.  The Massachusetts School Building Authority requires all ballotsfor the borrowing to include the entire amount of the project which is $144.9 million.

 

BOARD OF SELECTMEN BUSINESS
Appointments:  On a motion made by Wysocki and seconded by Sprague, the Board of Selectmen voted to appoint Thomas Byron to the Council on Aging, term expiring June 30, 2017.  (Sprague – yes, Wysocki – yes)  The term expiration is June 30, 2017.  Mr. Byron also prepares the Council on Aging newsletter for printing.

 

On a motion made by Wysocki and seconded by Sprague, the Board of Selectmen voted to appoint Jack Sargent from Associate member to Regular member on the Board of Appeals, term expiring June 30, 2020.  (Sprague – yes, Wysocki –yes)

 

2015 Positive Spin for ALS Bike Ride:  On a motion made by Wysocki and seconded by Sprague, the Board of Selectmen voted to approve the ALS Bike Ride to be held on Sunday, September 27, 2015.  (Sprague – yes, Wysocki –yes)  The ride begins and ends at the Longfellow Club in Wayland, starting times are 7:00 a.m., 9:00 a.m., 10:00 a.m. and 11:00 a.m.  The route includes traveling through Bolton on Century Mill Road, Wattaquadock Hill Road and East End Road.  

 

Regional 911 Emergency Communication District Agreement:  On a motion made by Wysocki and seconded by Sprague, the Board of Selectmen voted to execute the Regional 911 Agreement with the Nashoba Valley Regional Dispatch District located in Devens.  (Sprague – yes, Wysocki – yes)

 

Mr. Lowe will be discussing the lobby coverage in the near future with the Board of Selectmen after reviewing the costing estimates with Police Chief Alfano.

 

Agreement between the Town of Bolton and the AFSCME Council 93- AFL-CIO effective July 1, 2014 to June 30, 2017:  The Board signed the Memorandum of Agreement several months ago.  The Business Agent integrated the wording into the contract and has been reviewed by Mr. Lowe.On a motion made by Wysocki and seconded by Sprague, the Board of Selectmen authorized Mr. Lowe to execute the above mentioned agreement.  (Sprague – yes, Wysocki – yes)

 

Boy Scout Jack Adiletta (and his dad Matthew) attended the Board of Selectmen’s meeting as part of the requirementto earn his merit badge in “communication”.  

 

EXECUTIVE SESSION
On a motion made by Sprague and seconded by Wysocki, the Board of Selectmen voted 2-0 by roll call (Sprague – yes, Wysocki - yes) to enter into executive session at 7:30 p.m., pursuant to Massachusetts General Laws, Chapter 30A, Section 21(a)(3), to discuss strategy with respect to collective for the Police and Dispatch Unions, as the Chair finds that an open meeting may have a detrimental effect on the bargaining position.  The Board announced it will not reconvene to open session.  (Sprague – yes, Wysocki – yes)
