Board of Selectmen Minutes

The Board of Selectmen met at the Town Hall at 5:00 p.m.

 

SELECTMEN BUSINESS
Banner:  On a motion made by Gerken and seconded by Plante, the Board of Selectmen reviewed and approved the request of Tom Pokorney to place a banner on the fence along Main Street for two weeks.  

 

Forbush Mill Road Fields:  Mr. Plante also asked the status of the request to name the Forbush Mill Road fields after Gigi Bonazzoli.  This will be researched and placed on the Selectmen’s agenda for June 21, 2006.

 

Appointments:  The recommendation by Park and Recreation to appoint Michele Borsari to the Parks/Recreation will be deferred to the Board of Selectmen meeting on June 21, 2006.  

 

Ms. Ross stated that Gerry Coppenrath, our Veteran’s Agent has requested that the Town of Bolton appoint Michele Marino as the Veteran’s Agent for the Town of Bolton.  Mr. Coppenrath stated that Ms. Marino has been doing the work for the town of Bolton.  Lancaster appointed Ms. Marino as Veterans Agent last year and Berlin has agreed to make the appointment this year.  The Board requested that Mr. Coppenrath forward his request to the Board of Selectmen in writing.  They also requested that Ms. Marino and Mr. Coppenrath attend the next Board of Selectmen meeting on June 21, 2006.  

 

LIBRARY
Mr. Plante requested information regarding the Library to clarify his concern as to who has jurisdiction to appoint the committee, sign contracts and accept the grants.  Mr. Plante also fears that the money will not be in the bank prior to each phase of the project.
Mr. Troup stated there is no question that the Board of Selectmen is the signing authority for the contracts.  There are multiple contracts that must be signed and when each contract is signed the appropriate amount of money must be in the bank.

 

FINANCIAL ADVISOR
Ms. Ross stated she met with Mary Carney, our financial advisor to review the bond issue.  She provided the Board of Selectmen with a draft copy of the Credit Report to review.  

 

EXECUTIVE SESSION
On a motion made by Plante and seconded by Gerken, the Board of Selectmen voted to go into executive session under Chapter 39, Section 23B at 5:28 p.m. to discuss strategy with respect to collective bargaining.  The Board voted not to reconvene to open session.  (Roll Call:  Troup – yes, Gerken – yes, Plante – yes)
