The Board of Selectmen met at the Town Hall at 4:00 p.m.
 
David Lindsay, Advisory Committee Chairman was also present.  
FINAL YEAR END RESERVE REQUESTS
On a motion made by Plante and seconded by Wysocki, the Board of Selectmen voted to approve the proposed budget transfers recommended by Town Accountant Julie Costello.  The transfer of these funds from various departments will be used toward the snow and ice, treasurer, tax collector, ambulance, board of health and recreation deficits.  The total amount to be transferred is $97,089.10.   (Wysocki – yes, Plante – yes)  
Mr. Lowe reported that we have not received the FEMA funds as yet.  FEMA funds received will roll into free cash.  
SIGN REQUEST FOR 711-713 MAIN STREET
Present:  Noelle Drewicz and Martha Remington
Ms. Drewicz informed the Board of Selectmen of her proposal to open a children’s boutique in September called “perChance” at 711 Main Street.  She requested approval from the Board of Selectmen for a sign to be placed in front of the boutique.  The wooden sign will be 3X2, painted in teal with black and white lettering.   Mr. Plante would like to see more of a natural aesthetic with the color of the sign tie into the color of the business to maintain the continuity.   Ms. Remington, Chairman of the Historical Commission stated that it was her opinion that a “home” business would be more apt to coordinate the colors of the sign with the color of the home but did not feel it applied to this “retail” business.  On a motion made by Plante and seconded by Wysocki, the Board of Selectmen voted to approve this request with the understanding that efforts will be made to tone down the color of the sign by using a milk type color.   (Plante – yes, Wysocki – yes)
Ms. Drewicz also expressed her concerns with the cars parked in front of her business on Main Street making the turn onto Wattaquadock Hill Road difficult for trucks.  She recommended that no parking signs be located on Main Street near the intersection to denote where parking started and stopped.    Mr. Lowe stated that he spoke with Mr. Brown, DPW Director and Chief Alfano and they were both favorable to the signs, the road being marked with stripes, and the curb being painted to prohibit parking.   Mr. Plante suggested that the applicant be responsible for any costs associated with the parking signs and painting of roadway and curb. Ms. Drewicz stated and Ms. Remington confirmed that according to the bylaw parking is allowed on both sides of the road.   Mr. Lindsay stated that it was beneficial to have the businesses in town rather than having empty buildings and it was his opinion that the town should absorb any costs.  He also suggested that parking spaces be painted to show the customers that they can park along Main Street.  Mr. Plante also suggested that Ms. Drewicz meet with Chief Alfano to review the traffic control and parking at Smith Motors, etc.  The Board would also like to see the signs at the intersection of Wattaquadock Hill Road and Main Street standardized.  
The Board of Selectmen suggested that Mr. Lowe discuss the proposed signs and road markings with Mr. Brown, DPW Director.  It was also suggested that MassHighway be contacted for their opinion.  
BOLTON FAIR
The Board received a letter from Rose Darden, President and Fair Manager, of the Bolton Fair, Inc. requesting assistance in the closure of Route 117 for the Bolton Fair.  The dates of the fair are August 12 – August 16th.  The road closure will take place on Saturday, August 15 and Sunday, August 16th only.  On a motion made by Plante and seconded by Wysocki, the Board of Selectmen voted to approve of this request.  (Plante – yes, Wysocki – yes)
AUGUST 6, 2009 SELECTMEN MEETING
The Board of Selectmen agreed that they will not meet on August 6, 2009.  Their next meeting
will be August 20, 2009.
