The Board of Selectmen met at the Town Hall at 5:00 p.m.

 

INTEL GRANT FOR PUBLIC LIBRARY
Present:  Panny Gerken, Library Construction Committee member
Intel Corporation has awarded the Town of Bolton an Assabet Watershed Fund grant in the amount of $60,000 for the installation of a storm water management system for the Public Library project.  The use of the grant monies is restricted to the installation of a stormwater system that will treat and discharge storm water to drywells.  If all funds are not used, the funds will be returned to Intel.  Since storm water management is already part of the library construction budget, the grant will allow re-allocation of other funds to other library construction purposes.  The board expressed its appreciation to Intel for the grant.  On a motion made by Troup and seconded by Wysocki, the Board of Selectmen voted to accept the grant gift in the amount of $60,000.  (Plante – yes, Troup – yes, Wysocki – yes)

 

FYFESHIRE DAM
The Conservation Commission is in receipt of a certificate of non-compliance and dam safety order, dated March 13, 2009, and issued by the Department of Conservation and Recreation stating that the Fyfeshire Pond Dam does not meet dam safety standards and is a potential threat to the public.   The letter outlines a timeline as follows:

 

Follow-up inspections must be done at 90 day intervals with the first follow-up inspection being submitted to the Office of Dam Safety (ODS) no later than May 1, 2009.  Selection of an engineer and notification to ODS must be done no later than May 15, 2009.     Commencement of the Phase II investigation and inspection must be done no later than June 1, 2009.  The Phase II inspection and investigation must be completed, signed and stamped by our engineer and delivered to ODS no later than October 1, 2009.   The dam must be brought into compliance with complete repair, breach or removal no later than October 1, 2010.

 

Ms. Gumbart, Conservation Commission Administrator received four independent estimates and requesting $50,000 in the article is a good placeholder.   The Advisory Committee recommended that the amount be decreased to $35,000 and suggested the FY10 reserve fund be used if necessary.  Others raised concern about committing the reserve fund to this cause when department heads were informed of the use of the reserve fund during the FY10 budget process.

 

A motion made by Plante to approve the article at $35,000 was withdrawn.  On a motion made by Wysocki and seconded by Troup, the Board of Selectmen voted to approve the article at $50,000.  (Plante – yes, Troup – yes, Wysocki – yes)



 

STEPHENSON PROPERTY
On a motion made by Troup and seconded by Wysocki, the Board of Selectmen voted to pull the Stephenson article from the ATM warrant.  (Plante – yes, Troup – yes, Wysocki – yes)

 

TRI-TOWN MEETING
Bolton will host the next Tri-Town meeting.  Mr. Troup will contact the Lancaster and Stow officials to see if there are any agenda topics to be addressed immediately or if the meeting can be postponed until June 3, 2009.
