The Planning Board reviews and approves applications for permits required by the Town's Zoning Bylaws, reviews and approves new subdivisions and developments, driveways and Special Permits required for commercial use.  From time to time, the Planning Board proposes or amends zoning bylaws for Town Meeting approval. Most Applications and Rules and Regulations can be downloaded from this website or are available at the Town Hall.

The Planning Board is comprised of 5 elected members and 1 appointed Associate member as required. The term is 5 years with one seat becoming open each year. The Board typically meets the 2nd and 4th Wednesday of each month at 7:30pm at Town Hall. Click here to view the schedule: click here

Bylaws can be purchased from the Town Clerk for $10.00 per copy and the Subdivision Rules and Regulations for $15.00 per copy. Copies of the Master Plan are also available for $20.00.

The Planning Department is currently working on various initiatives.  (updated November 21, 2011)

1) SHARED SERVICES: The Metropolitan Area Planning Council is working with the 13 Magic Towns (subregion) in complling an inventory of municipal services that could be investigated for shared services collaboration in the interest of finding cost savings, creating efficiencies and enhancing services to residents. Time Frame: not completed

2) MAGIC SUBURBAN MOBILITY STUDY: Each community has varying forms of transit or shuttle buses, with different levels of services and different operating structures. This study is being done by MAGIC and will focus on coordinating and maximizing the use of existing transit service in the MAGIC sub-region, and developing strategies to enhance new transit. Applying for funding to continue phase II of study

3) MASS CENTRAL BRANCH BIKE TRAIL WITH BUS RAPID TRANSIT ANALYSIS: This project examined the feasibility of supporting a shared bicycle/pedestrian and bus rapid transit (BRT) path along the Mass Central Railroad right-of-way, extending west from Waltham.  

4) MIXED USE AND DESIGN GUIDELINES: At the May 2011 the Town voted to adopt design guidelines. The Planning Board is continuing to work with the Metropolitan Area Planning Council to assist in preparing and/or zoning bylaw amendment to allow for mixed use, determining the appropriate boundaries of the district and/or sub districts. Funding for this project is a combination of District Local Technical Assistance Funds and remaining Master Plan funds from the Town of Bolton. 5) WEB-BASED MUNICIPAL SOFTWARE: The Planning Department now has web-based municipal software that is being used by various town departments to improve efficiency and streamline processes. This program will eventually provide online permit application and informational sharing both internally and with the public.

6) GREEN COMMUNITIES ACT:  The Town of Bolton was awarded a grant by the Executive Office of Energy and Enviromental Affairs to provide technical assistance to help the town with exploring becoming a green community. Vanasse Hangen Brustlin (VHB) worked with the  town in late 2009 and early 2010 with an action plan to become a Green Community. The Stretch Code was not approved at the May 2011Town Meeting.

7) Wayfinding:  The Town of Bolton was awarded a Downtown's Initiative grant by the DHCD (Department of Housing and Community Development to assist the Town with developing a wayfinding program.  

8) 495/MetroWest Development Compact:  The Town is working with MAPC the regional planning agency in identifying priority development areas and preservation areas.
