The Personnel Committee meets twice a month, the 1st and 3rd Tuesdays, to review current town personnel policies, address new and changing state and federal regulations, counsel and inform department managers/other boards regarding personnel issues and address individual requests for policy clarification.  We have responded to requests from the following departments, boards, and committees: Advisory, Assessor, Communication, Library, Planning, Police, Public Works, Selectmen, Treasurer and Town Administrator.  The Committee is an active member of the Massachusetts Municipal Personnel Association, which helps us establish direct communications with other town personnel committees/departments.  
 
The calendar year 2004 started with the final stages of the town's effort to successfully complete the hiring process of the Town Administrator.  Barbara DiBugnara had an influential role within the town's search committee / hiring process in filling this key position.

Tina Robidoux led the effort to update some of the Personnel Committee's bylaws.  This is one of those necessary but unglamorous efforts that have to pass both legal review and the will of the voter at Town Meeting.  Tina guided this to a successful completion.

Jeanne Shapiro completed a long standing, town wide budgetary issue. She was able to financially demonstrate and have successfully voted upon at Town Meeting the principal of all salary activity for eligible employees to be changed from the employee hire date (or their anniversary date) to the start of the fiscal year. This was an issue that had been requested by various departments for years and the Committee was finally able to complete.

The Committee introduced to the town this year a new employee evaluation process along with the concept of goal setting.  The objective of this effort is to promote on-going communications and to foster/develop an environment of agreed upon objectives at the manager/employee level.  This is a new area for the Personnel Committee and very much a work-in-progress.

The Personnel Committee would like to publicly acknowledge Linda Day for all her efforts.  Linda is an invaluable resource to the Personnel Committee and she is a key participant in all of our successes.  

Additionally, the Committee reviewed (on a requested basis) job descriptions and/or the respective salary schedule for multiple position(s) to ensure both job content and financial accuracy.   Other tasks that were started during FY2005 and will continue into FY2006 are:
