The Board of Selectmen met at the Town Hall at 7:00 p.m.

 

SPECIAL TOWN MEETING - OCTOBER 2, 2012
The Board of Selectmen reviewed the warrant for the Special Town Meeting to be held on Tuesday, October 2, 2012 and made their recommendations on the following articles.  

 

Article 4:  Rescind Previously Authorized Debt ($10,000 for the Regional Household Hazardous Waste Facility): On a motion made by Wysocki and seconded by Delaney, the Board of Selectmen voted to approve this article.  (Lindsay – yes, Wysocki – yes, Delaney – yes)

 

Article 5:  Establishment of an Other Post Employment Benefits (OPEB) Liability Trust Fund:  On a motion made by Wysocki and seconded by Delaney, the Board of Selectmen voted to remove this article from the warrant and address the issue at the Annual Town Meeting.  (Lindsay – yes, Wysocki – yes, Delaney – yes)

 

Article 8:  Science Lab Project at Nashoba Regional High School:  
Mr. Dinjian, Chairman of the Advisory Committee informed the Board of Selectmen that the Advisory Committee voted to give their recommendation on town meeting floor regarding the science lab project due to the lack of information regarding the project.  The Advisory Committee also voted to recommend that the financing for the science lab project be exempt from the provisions of Proposition two and one half.  

 

The Board of Selectmen discussed their opinion of the article and the funding for the science lab project.  Unlike Mr. Wysocki, Mr. Delaney and the majority of the Advisory Committee, it was Mr. Lindsay’s view that we should not raise taxes for this project.  Mr. Lindsay believed that the town would have ample resources from currently projected revenues to pay its debt service on the science labs project and that, in the unlikely event of a revenue shortfall, backup resources such as the abatement funds, the stabilization fund and free cash would probably be available to close any budget gap.

 

A motion made by Lindsay to remove the language from the science lab article exempting the project from the limitation on total taxes imposed by Massachusetts General Laws, Chapter 59, Section 21C (Proposition 2-1/2) to pay for the Town’s share of the principal and interest on the borrowing authorized by the District was not seconded.

 

The article was revised to include additional language stating that no debt may be incurred by the District, until the District has received “final approval for at least a 45.95% reimbursement grant” from the Massachusetts School Building Authority.  

 

On a motion made by Delaney and seconded by Wysocki, the Board of Selectmen voted to approve Article 8:  Science Lab Project at Nashoba Regional High School with the above mentioned revisions.  (Lindsay – no, Wysocki – yes, Delaney – yes)

 

A motion made by Mr. Lindsay to rescind the call for the Special Town Election was not seconded.

 

The Board of Selectmen will inform Mr. Anker if they choose to make at presentation at town meeting.  

 

On a motion made by Wysocki and seconded by Delaney, the Board of Selectmen voted to execute the Special Town Meeting warrant.  (Lindsay – yes, Wysocki – yes, Delaney – yes)

 

On a motion made by Delaney and seconded by Wysocki, the Board of Selectmen voted to adjourn at 8:10 p.m.  (Lindsay – yes, Wysocki – yes, Delaney – yes)
