The Board of Selectmen met at the Town Hall at 7:00 p.m.

 

REORGANIZATION OF THE COMMITTEE
Ms. Day called the meeting to order at 7:00 p.m. and asked for nominations for Chairman.
On a motion made by Delaney and seconded by Sprague, Mr. Wysocki was nominated and appointed as Chairman.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

On a motion made by Wysocki and seconded by Sprague, Mr. Delaney was nominated and appointed Clerk for the Board of Selectmen.    (Wysocki – yes, Delaney – yes, Sprague - yes)
The Board welcomed newly-elected board member Mark Sprague.  Mr. Lindsay was thanked for his service to the Town of Bolton as a Selectman for the last three years.  

 

POLE HEARING – MAIN STREET
Present:  Mark Caisse, Tree Warden, Roland Ochsenbein and Steve Bing, Abutters

 

The Board of Selectmen opened the public hearing continued from May 9, 2013 on the petition of Verizon New England, Inc. and Massachusetts Electric Company (NGRID) to place one (1) new stub Pole No. 3S on the southerly sideline of Main Street which is approximately 48 feet south of the existing Pole No. 3.   Mr. Bing stated that there hasn’t been any progress and asked for the Town’s help in determining the right of way. On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to continue the hearing to June 20, 2013 at 7:00 p.m.   (Wysocki – yes, Delaney – yes, Sprague – yes)

 

ROAD CLOSURE FOR 5K RALLY FOR THE WHITE FAMILY AND THE ONE FUND BOSTON
Chief Alfano met with the Board of Selectmen to request permission to close Green Road on Saturday, June 1 from 3:45 to 5:45 p.m. for the 5K run/walk fundraiser for the White Family and the One Fund Boston in order for the run to move forward safely.  On a motion made by Delaney and seconded by Sprague, the Selectmen voted to close Green Road as recommended by Chief Alfano.  (Wysocki – yes, Delaney – yes, Sprague - yes)   

 

OFFICER’S WARRANT FOR UNLICENSED DOGS IN BOLTON

The Board of Selectmen received an outline of the dog licensing procedures.  There are 45 unregistered dogs in 34 households in town.  Personal letters have been sent to all delinquent licensees along with email reminders.  The next step is to send certified letters followed by the issuance of a $25 non-criminal disposition ticket.  Ms. Powell stated that every attempt is made to get the dogs licensed before going to court.

 

On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to sign the warrant pursuant to MGL Chapter 140 for potential legal action against the owners of unlicensed dogs after June 1, 2013.  (Wysocki –yes, Delaney – yes, Sprague – yes)

 

BOLTON ACCESS TELEVISION EXPENSES
Present:  Burt Shnitzler

 

On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to release $16,200 from the Comcast fund to Bolton Access Television for their operating expenses, as requested by Mr. Shnitzler, Treasurer.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

FORBUSH MILL ROAD SIGN
Present:  Lisa Shepple, Representative for the Bolton Youth Soccer Association (BYSA)

 

Ms. Shepple requested approval for the placement of a lockable sign at the Forbush Mill Road athletic fields.  The sign will be used to provide information to players, parents and coaches.  The sign will be located adjacent to the guardrail separating the fields from the parking area and will be dark green to match the container located at the field.  Both Mike Sauvageau, Building Inspector and Harold Brown, Department of Public Works both approved the sign request.

 

On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to approve the sign request.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

TOWN ADMINISTRATOR REPORT
Update on Minuteman:  Mr. Lowe reported that there is a Regional Study Committee meeting scheduled for June 7, 2013 to review the proposal to come to a consensus on the modifications to the district agreement and an acceptable formula for apportioning costs for the renovations.   The Committee also hopes to get an update on legislation regarding the funding of the project.  

 

Department of Transportation:  Chief Alfano, DPW Director Harold Brown and Mr. Lowe met with the Department of Transportation to discuss safety issues from Hudson to Sugar Road.  The current issues include the delay in the traffic lights by the northbound ramp which causes a backup on Interstate 495 and the delay for eastbound traffic on Main Street trying to turn left onto Sugar Road.

 

There are 23 action items that the Department of Transportation will address in a formal letter.  

 

Solar Request for Proposal (RFP):  Town Counsel has reviewed and provided comment on the solar RFP prepared by the Energy Committee for a solar installation on town owned properties.  The Energy Committee will be invited to meet with the Board of Selectmen once Mr. Lowe has had the opportunity to review the RFP.

 

Bike Ride for Bolton’s 275th:  The Mobility Committee is sponsoring a bike ride on June 22 as part of Bolton’s 275th Celebration.  They will be meeting with Chief Alfano to review the details in the next week.  On a motion made by Delaney and seconded by Sprague, the Board of Selectmen authorized Mr. Lowe, Town Administrator to act on the request of the Mobility Committee after they have reviewed and received approval from Chief Alfano regarding the event.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

MART Advisory Board Appointment:  On a motion made by Delaney and seconded by Wysocki, the Board of Selectmen voted to appoint Mr. Kenneth Troup as Bolton’s representative on the MART Advisory Board for the year beginning July 1, 2013 through June 30, 2014.  (Wysocki – yes, Delaney – yes, Sprague – yes)

 

Bolton Access Television liaison:  Mr. Wysocki will serve as the liaison to Bolton Access Television.  

 

Florence Sawyer Playground:    The Bolton School Donations Playground Committee requested that the Town of Bolton joint the Massachusetts Higher Education Consortium (MHEC) which allows municipalities to select pre-approved vendors without going through the bidding process.  On a motion made by Wysocki and seconded by Sprague, the Board of Selectmen voted to authorize Mr. Lowe, Town Administrator to join the Massachusetts Higher Education Consortium (MHEC) as requested by the Playground Committee.  (Wysocki – yes, Delaney – yes, Sprague – yes)  

 

BOARD OF SELECTMEN BUSINESS
Special State Election – June 25, 2013:  On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted to execute the warrant for the special State Election to be held on Tuesday, June 25, 2013.   (Wysocki – yes, Delaney – yes, Sprague – yes)  

 

Minutes:   On a motion made by Delaney and seconded by Wysocki, the Board of Selectmen voted to approve the regular session and executive session minutes of May 9, 2013.  (Wysocki – yes, Delaney – yes, Sprague - abstained)

 

Selectmen’s Meeting Schedule:   The Selectmen’s meeting schedule is as follow:  Thursday, June 20, 2013; Thursday, July 11th, 2013; Thursday, August 15, 2013 and September 5 & 19, 2013 at 7:00 p.m.

 

EXECUTIVE SESSION
On a motion made by Delaney and seconded by Sprague, the Board of Selectmen voted 3-0 by roll call (Wysocki – yes, Delaney – yes, Sprague - yes) to enter into executive session under the authority of Massachusetts General Laws, Chapter 30A, Section 21A (3) at 7:50 p.m. to discuss collective bargaining. The Board announced it would not reconvene to open session.
