The Board of Selectmen met at the Town Hall at 7:00 p.m.

 

SCHARTNER FARM, ONE-DAY LIQUOR LICENSES
Mr. Eric Schartner requested one-day liquor licenses for the “Taste of the Maze” events to be held on September 22 and October 20, 2013 from 11:00 a.m. to 5:00 p.m. On a motion made by Sprague and seconded by Delaney, the Board of Selectmen voted to approve the one-day liquor licenses.  (Delaney – yes, Sprague – yes)

 

CK BIKES
Mr. Craig Kilmer requested permission to place a temporary sign at the corner of Forbush Mill Road and Route 117 (in the Town easement) advertising his new bike shop at 27 Forbush Mill Road.  Mr. Kilmer is working on a permanent sign to be placed on Forbush Mill Road.  On a motion made by Sprague and seconded by Delaney, the Board of Selectmen voted to approve the temporary sign through the end of 2013.  (Delaney – yes, Sprague – yes)

 

SKINNERS, 357 MAIN STREET
Mr. Richard Putprush requested permission to place a temporary broker sign, approximately 3’ x 5’, at the entrance of the Skinner property to market the 15 acre parcel that is for sale.  The sign will be placed on each side of the existing stone monument at the entrance to the property.  On a motion made by Sprague and seconded by Delaney, the Board of Selectmen voted to approve the temporary sign.  (Delaney – yes, Sprague – yes)

 

SPECIAL TOWN MEETING WARRANT ARTICLE RECOMMENDATIONS
The Board of Selectmen voted their recommendations on the following articles:

 

Article 7:  Retroactive pay and Benefits – Police Contract:  On a motion made by Sprague and seconded by Delaney, the Board of Selectmen voted to give their recommendation on town meeting floor.  (Delaney – yes, Sprague – yes)

 

Article 9:  Citizen’s Petition – Temporary Moratorium On Medical Marijuana Treatment Facilities:  Mr. Delaney and Mr. Sprague discussed the citizen’s petition submitted to allow the town time to undertake a planning process to address the Department of Public Health regulations and consider adopting new zoning bylaws to address the impact and operation of a marijuana treatment center.

 

Mr. Delaney felt that the moratorium was not needed because any such facility would require a special permit from the Planning Board as well as site plan review by the Board of Selectmen and that the concerns being raised regarding siting marijuana facilities could all be addressed in those hearings. Mr. Delaney also noted that the Department of Public Health regulations require applicants obtain the support of the local municipality and there is no chance an unapproved dispensary will be forced on the town. Mr. Sprague did not see any harm in having the moratorium. Because the two members present were split, the Board of Selectmen agreed to make “no recommendation” on this article.

 

On a motion made by Sprague and seconded by Delaney, the Board of Selectmen voted to close and execute the warrant for the Special Town Meeting on October 16, 2013.  (Delaney – yes, Sprague – yes)

 

TOWN ADMINISTRATOR REPORT
Minuteman:  Mr. Lowe reported that he attended Minuteman Regional Vocational Technical High School for a visit and tour with Governor Deval Patrick.  

 

The School Building Committee will spend the next 6 to 7 weeks reviewing the 5 options presented to them by the architects for updating the Minuteman Regional Vocational Technical High School to the Building Committee.  Options include renovating the building’s existing footprint for 435 students or 800 students, building new for 435 students or 800 students or keeping the existing foot print which would cost approximately $50 million.  

 

SELECTMEN’S BUSINESS
Assignment of Conservation Trust:  On a motion made by Sprague and seconded by Delaney, the Board of Selectmen voted to assign their interest as Grantee in the Conservation Restriction (CR#37) from Century Mill Limited Partnership to the Town of Bolton, recorded June 8, 2010 at book 45886, Page 295, and as it may be amended (CR#37 A-1), to the Bolton Conservation Trust simultaneous with the transfer of the CR-restricted property to the Town of Bolton acting through its Conservation Commission.  (Delaney – yes, Sprague – yes)  

 

Minutes:  On a motion made by Sprague and seconded by Delaney, the Board of Selectmen approved the regular session minutes of September 5, 2013.  (Delaney – yes, Sprague – yes)
On a motion made by Sprague and seconded by Delaney, the Board of Selectmen voted to adjourn at 8:15 p.m.  (Delaney – yes, Sprague – yes)
