The Board of Selectmen met at the Town Hall at 8:00 a.m.
 
MASTER PLANNING COMMITTEE
Present: Russell Karlstad, Ken Swanton
Mr. Karlstad informed the Board of Selectmen of the process used by the Master Planning Committee in recommending that the Board of Selectmen accept the request for proposal of Daylor Consulting Group, Inc. of Braintree, MA for creation of the  master plan.

 

Mr. Swanton felt that the Committee did a good job talking through and coming up with a concensus to recommend the Daylor Consulting Group, Inc.   The Town is also very fortunate to have Town Planner Nat Tipton on board.

 

On a motion made by Troup and seconded by Wysocki the Board of Selectmen accepted the recommendation of the Master Planning Committee and appointed Daylor Consulting Group, Inc. of Braintree to prepare the Master Plan for the Town of Bolton.  (Troup – yes, Wysocki – yes, Heaton – yes)

 

The Contract will be prepared.  Schedule is to be determined but plan is to have the master plan finished in July.

 

FORBUSH MILL ROAD PROPERTY
The owner of property along Forbush Mill Road (Taggart) contacted Selectmen Troup to inform him that they are considering selling the property and would like to town to have first option if interested.  Mr. Troup agreed to contact the owner to arrange a meeting to continue discussions.

 

DPW SANDER
Town Administrator Ross reported that the Advisory Committee is not in support of the purchase of a new sander without town meeting approval.  The Advisory Committee requested that Mr. Brown provide them with specifics for consideration.  The Advisory Committee suggested that Mr. Brown contract the work out this winter.  The cost is $105/hour for plowing and sanding versus $60/hour for plowing.  Ms. Ross will request that Mr. Brown seek quotes for this service.

 

DPW ADMINISTRATIVE ASSISTANT
Town Administrator Ross reported that she is working with DPW Harold Brown to resolve concerns related to the administrative assistant payroll issues. Ms. Ross will report back to the Board regarding this matter.

 

WEBSITE
Town Administrator Ross reported that the Town of Bolton’s website has received approximately 57,000 hits for the month of November.  Ms. Ross will provide the link for the Board of Selectmen to review statistics of the website.

 

CHIEF OF POLICE PERFORMANCE EVALUATION
The Board of Selectmen discussed the process to be used for the Chief of Police Hyde’s performance evaluation.
