Board of Selectmen Minutes

Ms. Day called the meeting to order at 7:00 p.m. and asked for nominations for Chairman.  On a motion made by Plante and seconded by Lindsay, Mr. Wysocki was nominated and appointed as Chairman.  (Wysocki – yes, Plante – yes, Lindsay – yes)  

 

Mr. Wysocki then called for nominations for Clerk.  On a motion made by Lindsay and seconded by Wysocki, Mr. Plante was nominated Clerk for the Board of Selectmen.  Mr. Plante was favorable to the appointment but expressed his concern that it may be more appropriate for Mr. Lindsay to be appointed as Clerk to avoid any conflicts related to the public safety center.  The Board of Selectmen acknowledged Mr. Plante’s concern and felt that Mr. Lindsay could be appointed Clerk on an as needed basis to avoid such a conflict.   (Wysocki – yes, Plante – yes, Lindsay – yes)

 

ROAD RACE/COMMUNITY FESTIVAL

The Parks and Recreation Commission requested permission to have a 5K road race and festival in September, 2010.  Although the plans are not final, they anticipate the road race starting on Main Street in front of the Library, on to Wattaquadock Hill Road to Old Bay Road to Berlin Road across Memorial field to the horse ring field where the festival will be held.  
 They are not sure of the attendance but they will try to keep the event Bolton based and give non-profit organizations the opportunity to raise funds.  A children’s race is also being considered and Ms. Abdalian suggested a walk be included in the event.

 

They have had a preliminary discussion with Chief Alfano and the Board of Selectmen suggested that they continue to discuss with Chief Alfano as the plans become final.
Mr. Plante suggested that Memorial field might be a more central location to hold the festival.    The Commission will consider this suggestion.

 

MEADOW ROAD CULVERT
Present:  Scott Slater
Mr. Slater stated that ever since the culvert was installed on Meadow Road in the 1990’s it has been problematic.  Mr. Slater informed Mr. Brown, DPW Director that the culvert was not big enough and every year it flooded the road and put a brook through Mr. Slater’s property.  Mr. Slater asked the Board if there was anything that could be done to eliminate the problem.  Mr. Wysocki and Mr. Lowe will discuss the issue with DPW Director Harold Brown.  

 

2010 POSITIVE SPIN FOR BIKE RIDE
On a motion made by Plante and seconded by Lindsay, the Board of Selectmen voted to approve the request of Myke Farricker for the 2010 ALS Positive Spin bike ride to travel through Bolton on June 13, 2010.  Chief Alfano has approved this request.  (Wysocki – yes, Plante – yes, Lindsay – yes)   

 

LION CLUB TOLL BOOTH
The Lion’s Club requested permission to hold a toll booth on Saturday, June 5, 2010 due to the toll booth approved for May 8,2 010 being rained out.   On a motion made by Lindsay and seconded by Plante, the Board of Selectmen voted to approve the request to hold a voluntary toll booth on Route 117 on June 5, 2010.  (Wysocki – yes, Plante –yes, Lindsay – yes)

 

TOWN ADMINISTRATOR REPORT
Nashaway Road and Vaughn Hill Road:  Mr. Lowe reported that the results of the water sampling performed on Nashaway Road and Vaughn Hill Road wells all came back negative for coliform bacteria.  Mr. Brookings recommendation is that no further testing be done based on the negative coliform results.  

 

The Board of Selectmen had agreed at their last meeting with residents to do additional testing on some of the wells if the residents could provide the town with baseline sample results taken by a professional.  Mr. Lowe reported that he has not received any baseline samples to date.  Mr. Lowe will send a letter to the residents reminding them of the Board’s willingness to do further testing if baseline sample results are received.

 

 Mr. Lowe reported that the contract has been signed with Comprehensive Environmental Incorporated (CEI) for the comprehensive engineering.  CEI will perform some basic surveying in the next week, and will put together an initial plan that includes a public meeting to which all of the area residents will be invited.  The contract is for $11,500 and the funds will come out of account DPW Construction and Maintenance Account #422.  

 

Senate Budget:  Mr. Lowe reported that the Senate version of the budget includes an additional 12.5% for the reimbursement for the damage for the ice storm.  

 

Health and Permitting Assistant:  Mr. Lowe reported that Lisa O’Leary, Health and Permitting Assistant, accepted a new job in the private sector and May 15, 2010 will be her last day.  The position will be posted internally and published in the newspaper with resumes being accepted until June 11, 2010.

 

BOARD OF SELECTMEN’S BUSINESS
Selectmen’s meeting schedule:  The Board of Selectmen’s summer meeting schedule will be Thursday, June 10 and 24, July 8, and August 12, 2010.

 

Process for periodic review of cash equivalent investments:  Mr. Lowe will provide a recommendation on the process for periodic review of cash equivalent investments at the next Board of Selectmen’s meeting for review.

 

Liaison Role:  Mr. Lowe stated that the Board of Selectmen will be reviewing their “Operating Guidelines” at the next meeting which will include review of the liaison role.

 

Police Cruiser Fleet:  The Board of Selectmen discussed the police cruiser fleet and Mr. Plante’s concern that it is not the intent to add a 6th cruiser come July 1, 2010.  Mr. Wysocki stated that it was his understanding that the normal rotation will take place on the old cruiser and it will go to the DPW, EMT program or the town hall and that the Chief will be disposing of the Ford Taurus.   Mr. Lowe will follow up with Chief Alfano and report back at the next meeting.  Mr. Lindsay suggested that the Capital Planning Committee and the Police Department work together on a fleet policy for the police department.  

 

Town Election:  Mr. Lindsay stated that during his campaigning for the Board of Selectmen seat he found that residents were confused about the actual date of the election.  The Board suggested that a town election banner would be helpful in reminding residents of the date of the election.

 

EXECUTIVE SESSION
On a motion made by Wysocki and seconded by Plante, the Board of Selectmen voted 3-0 by roll call (Wysocki – yes, Plante – yes, Lindsay - yes) to enter into executive session under the authority of Massachusetts General Law, Chapter 39B, Section 23B (3) at 8:05 p.m. to discuss strategy with respect to collective bargaining.  The Board announced it would not reconvene to open session.
