The Board of Selectmen met at the Town Hall at 7:00 p.m.

 

STORMWATER RUNOFF AND FLOODING IN THE AREA OF NASHAWAY ROAD AND VAUGHN HILL ROAD

 

Present:  Mr. Dill, Mr. & Mrs. Bedard, Mr. Evans, Mr. Troup

 

The Board of Selectmen met to continue discussions regarding moving forward with the grant application and additional engineering related to the storm water runoff and flooding in the area of Nashaway Road and Vaughn Hill Road.  Mr. Lowe reported that although he has placed multiple calls to the homeowner at 101 Nashaway Road he has not had the opportunity to speak with her to discuss the situation and options involving her property.

 

Mr. Lowe spoke with Mr. Amenta of Comprehensive Environmental, Inc. (CEI) who said that it is not mandatory that we do the extra engineering but felt it would put us in a more competitive situation.  If we do not receive the grant we are still eligible to reapply a year from now.   The preparation of the grant application by CEI could be funded out of the Board of Selectmen’s budget.

 

As much as the Selectmen understood the issues, they did not feel they could move forward without having had the opportunity to talk with the homeowner.   Mr. Dill offered and was appointed to try to reach out to the homeowner in hopes of starting the necessary dialogue.  Discussion was deferred to the Board of Selectmen’s meeting on October 7, 2010 which is the last opportunity for the Board to vote to move forward with the grant application process and meet the grant submittal deadline.

 

SIGN REQUEST – 713A MAIN STREET
On a motion made by Plante and seconded by Lindsay, the Board of Selectmen approved the request of MaryAnn Fitzgerald of Reflections to place a sign at her new location at 713A Main Street.  (Wysocki – yes, Plante – yes, Lindsay – yes)  The sign will be placed on the post under the PerChance sign that is already located on the property.  

 

SIGN REQUEST – 291 HARVARD ROAD
Ms. Carol Ehrlich met with the Board of Selectmen to request permission to place two signs for her home occupation at 291 Harvard Road.  One sign would be 12” X 18” and located on a post and the other sign would be 8.5” X 11.25” and placed on her mailbox.  The Board questioned whether it was legal to put a sign on the mail box.  Ms. Ehrlich was favorable to one 2 square foot sign and eliminated the sign on the mail box.

 

On a motion made by Plante and seconded by Lindsay, the Board of Selectmen approved the request of Carol Ehrlich for a one 2 square foot sign with the understanding that she stay within the dimension requirements of the sign regulations of the zoning bylaws.  (Wysocki – yes, Plante – yes, Lindsay – yes)

 

COBHAM SENSOR SYSTEMS – WORK PERMIT
On a motion made by Lindsay and seconded by Plante, the Board of Selectmen granted two work permits for Cobham Sensor Systems of Bolton, to conduct business on Columbus Day, October 11, 2010 and Veterans Day, November 11, 2010.  (Wysocki – yes, Plante – yes, Lindsay – yes)

 

DONATION
On a motion made by Wysocki and seconded by Plante, the Board of Selectmen accepted a $600 donation to fund the purchase of cutlery, pots and pans for the new public safety building from Linda Caless in memory of her late husband. (Wysocki – yes, Plante – yes, Lindsay – yes)

 

BUDGET DISCUSSIONS
The Capital Planning Committee and Advisory Committee will be invited to the Board of Selectmen’s meeting on October 7, 2010 for discussions regarding the hiring of a new police officer, and the Town's policy concerning police cruiser fleet purchases.

 

The Board of Selectmen expressed their deepest sympathy for the loss of Milton Baker who passed away recently.  Mr. Baker worked in the Police, Fire and Ambulance Departments for many years. He will be dearly missed by many people.

 

On a motion made by Wysocki and seconded by Lindsay, the Board of Selectmen voted to adjourn at 8:05 p.m.
