The Bolton Advisory Committee acts as the town’s Finance Committee and has the additional responsibility of reviewing and making recommendations regarding all articles for Town Meeting. The committee works closely with the Selectmen, Town Administrator, Town Accountant and Treasurer to keep abreast of the financial needs and financial health of Bolton.
Education is the biggest line item in our budget. Therefore, it is important that the Advisory Committee understand the Nashoba Regional School District (NRSD) budget and share with the District’s administration the needs and financial constraints facing our growing town. We stay in regular contact with the NRSD administration and attend the scheduled Tri-town meetings (Selectmen and Finance Committees of Bolton, Stow and Lancaster) to keep updated on changes and upcoming needs for services for the region.
Our winter months are taken up with a detailed review of all Town budgets. This is time-consuming work, but essential if we are going to plan for the Town’s growth and the corresponding requirements that this entails. We also keep in close contact with the Master Planning Committee in developing the Town Master Plan, the blueprint for the future of the Town of Bolton.
The committee devoted a significant amount of time reviewing the articles brought before the town at the November Special Town Meeting. In particular, we developed a comprehensive summary of the tax rate impact of the major capital projects proposed and reviewed the impact of these projects on the projected debt expense for the town. The entire Committee was extremely impressed with the work, diligence and comprehensive material developed by the sponsors of each article.
Significant improvements were made to the processes for providing financial and budgeting information to the Committee, due to the efforts and tremendous assistance we receive from Jodi Ross, Town Administrator and our new Town Accountant, Julie Costello. Town Secretary, Linda Day, continues to provide outstanding support and guidance to the committee throughout the year.
We have always been lucky to have very dedicated members who donate inordinate amounts of time to the town and the Advisory Committee. Because she was elected to the Board of Selectmen this year, Panny Gerken resigned from the Advisory Committee and was replace by Burt Shnitzler. We thank Panny for her contributions, advice and tremendous experience and we greatly appreciate the contributions Burt is making to our committee. David Bosselait also resigned from the committee after many years of service to the town on the Advisory Committee and the Planning Board. David's expertise and friendship will be truly missed by all of us involved in Bolton town government. We sincerely thank David for the significant amount of time he devoted to providing advice and guidance to the citizens of Bolton in many areas of town
government.
